Mary Pennell Simmons, Richard Pennell, and Edred Pennell, Jr. established the fund in 1989 as a memorial to their parents, Edred J. and Ruth Glenn Pennell.

Edred Joseph Pennell (1890-1949) graduated from Gettysburg College in 1912, served in the US Army during World War I, and had a long and distinguished legal career. Ruth Glenn Pennell (1893-1989) was active in Pennsylvania state politics. The Pennell children donated Edred's vast personal library to Gettysburg College, with the sale of portions of the collection being used to establish a permanent memorial endowment.
